An Emergency Action Termination (S.A.M.E code: EAT) was a national all-clear signal that is sent by the President of the United States. The President of the United States would have issued this alert to let everyone know that the threat (whatever it may be) is no longer a threat (assuming nuclear war hadn't broken out, and anyone was still alive to hear it).  This would have been issued when the threat triggering an Emergency Action Notification is no longer active.
